Many memorials to a specific war or conflict will place the opening and closing dates of the era on the monument. The USA entered World War I in April of 1917 and only had troop on the ground about 15 months before the Armistice was signed. The Delaware memorial, however, shows the war dates for WW I as 1914 to 1918. Why? Obviously the memorial designers recognized the fact that many Americans had fought in that war from the very beginning as ex-patriots for the French and English.
